Solution Overview

sceme is the name of our subscriber-centric measurement solution which provides a platform to support several innovative applications and critical use cases. The sceme measurement client is installed on the SIM card inside the mobile phone. It listens to the mobile terminal via the standardized SIM-ME interface. Data on any event that is relevant to assess network, device, and service quality is collected and the raw data for key performance indicators is internally stored. When a sufficient number of measurements have been collected, the data is submitted from the mobile terminal to a central server system via a Short Message Service (SMS) or alternatively via an Unstructured Supplementary Service Data (USSD) message. Such transmissions are carried out in the background and subscribers do not experience any interference when they use their handsets. Typically, a message is only sent after several calls have been made. Therefore, the additional activity of the mobile phone is negligible and running the measurement client on the SIM card does not result in a shorter battery life. The results that can be evaluated from the collected data include events and RF measurements, for example:
  • Call related events (call setup and duration, blocked, dropped, and successful calls, and reasons for abnormal call terminations)
  • Events related to network availability (full service, limited service, no service)
  • RF measurements (RxLev, RxQual, neighbor cells and signal reception levels)
